A Specialty Insurer Known for Mobile Homes
Foremost has been writing insurance since 1952, and it says it started insuring mobile homes almost 70 years ago, when it created the first mobile home policy. Today Foremost is part of Farmers Insurance, with its home office in Caledonia, Michigan. Foremost Choice property and casualty policies are underwritten by Foremost Insurance Company Grand Rapids, Michigan and its affiliated Foremost companies. On September 3, 2026, AM Best affirmed the Financial Strength Rating of A (Excellent) for the members of Farmers Insurance Group, including Foremost Insurance Company Grand Rapids, Michigan, and moved the Long-Term Issuer Credit Rating outlooks to positive.
In California, Foremost fills two gaps Oakview sees often. The first is manufactured housing: a mobile or manufactured home needs a policy written for how it is built, set, and repaired, and Foremost's program page says it accepts mobile, manufactured, park model, and modular homes of any age, model, make, and value, subject to underwriting. The second is the FAIR Plan. When a home's fire coverage comes from the FAIR Plan, the state's last-resort program, that policy covers a limited set of perils, and a difference in conditions (DIC) policy can be added to fill in coverages such as liability, theft, and water damage. Oakview writes Foremost DIC for that purpose. Foremost is taking new business through Oakview, but every carrier is more limited in high fire areas, and the home's location, construction, condition, and loss history all shape the decision, so availability varies by property and location.
Foremost Coverage Through Oakview
Oakview writes Foremost manufactured and mobile homes, RVs, boats, motorcycles, scooters and mopeds, ATVs and UTVs, golf carts, snowmobiles, dwelling policies (DP3), and DIC in California. Coverage is subject to Foremost underwriting, policy terms, limits, and exclusions.
Lead Program
Manufactured and Mobile Homes
Foremost's mobile home policy covers most direct, abrupt, and accidental physical losses to the home, subject to its exclusions, along with liability coverage. It settles a covered total loss on an agreed loss basis, paying the full amount of insurance on the home minus the deductible, and replacement cost is available as an option. Foremost's program page lists rental and vacant mobile homes among the occupancies it writes. Optional coverages include water damage from sewers and drains, scheduled personal property, and earthquake, where available. Our homeowners insurance page covers the other home options we can access.

RVs
Foremost writes Class A, B, and C motor homes, luxury motor coaches, travel trailers, fifth wheels, and campers. Vacation liability covers your campsite while you are parked and using the RV, emergency expense helps with lodging or travel home after a covered loss more than 50 miles from home, and an optional total loss settlement can replace a totaled unit with a new one of like kind and quality. Full-timers add liability coverage similar to a homeowners policy.

Boats, Motorcycles, and Off-Road
Foremost writes boats and personal watercraft, motorcycles and scooters, off-road vehicles such as ATVs and UTVs, golf carts, and snowmobiles. Oakview writes all of these with Foremost, including mopeds, so the toys can sit with the same carrier as your mobile home or RV. Coverage is subject to Foremost underwriting and varies by vehicle.

Dwelling Policies (DP3)
Some homes fit better on a dwelling policy than on a standard homeowners form. Oakview writes Foremost homeowners coverage as a DP3 where that is the right fit, subject to Foremost's underwriting. Foremost's dwelling fire program also includes landlord and rental, vacant, and seasonal home options.
- Dwelling Fire (DP3)
Difference in Conditions (DIC)
A DIC policy sits alongside a California FAIR Plan fire policy and adds coverages the FAIR Plan does not include, such as liability, theft, and water damage, depending on the policy. Our high fire area insurance page explains how we approach homes the standard market has turned down.

Wildfire, Flood, and Earthquake in the Valley
Mobile Home Parks and Rural Lots
Manufactured homes are common in Yuba City, Marysville, Live Oak, and the rural areas around them, both in parks and on private land. Foremost's program is one of the first we look at for these homes. Tie-downs, skirting, roof condition, and the age of the electrical and plumbing systems all come up in underwriting, so have those details handy when you call.
Wildfire and the Foothills
Homes toward the Sierra foothills and in Butte County are harder to place than homes on the valley floor. When a home's fire coverage has moved to the FAIR Plan, a Foremost DIC policy can fill in what that policy leaves out. Mitigation such as ember-resistant vents, a Class A roof, and defensible space can help a submission, but it does not by itself guarantee eligibility or a discount. See our high fire area insurance page.
Flood and the Levees
Standard homeowners policies generally do not cover flood damage. Much of Yuba City, Marysville, Plumas Lake, and Linda sits behind levees along the Feather and Yuba Rivers, and flood risk varies from one property to the next. Oakview writes flood coverage as a separate policy, and we can quote it alongside your Foremost policy.
Earthquake
Standard California homeowners policies generally exclude earthquake damage. Earthquake protection is available through separate policies or eligible endorsements. Foremost lists earthquake among the optional coverages on its mobile home policy where available, so ask us whether it can be added to yours.

Foremost Insurance Questions, Answered
Is Oakview an appointed Foremost agent?
Yes. Oakview Insurance Services is an independent agency appointed with Foremost, and our Yuba City office appears in the search on Foremost's agency locator. We are one of the local independent agencies that can quote and service Foremost policies, not a Foremost employee or a captive agent.
What is Foremost's AM Best rating?
Foremost Insurance Company Grand Rapids, Michigan and the other Foremost companies hold a Financial Strength Rating of A (Excellent) from AM Best as members of Farmers Insurance Group. AM Best affirmed it on September 3, 2026, with a stable outlook, and moved the Long-Term Issuer Credit Rating outlooks to positive. Ratings can change, so check AM Best for the current rating.
What does Oakview write with Foremost in California?
Through Oakview, Foremost writes manufactured and mobile homes, RVs (motor homes, travel trailers, and fifth wheels), boats and personal watercraft, motorcycles, scooters and mopeds, ATVs and UTVs, golf carts, snowmobiles, homes on a dwelling (DP3) policy, and difference in conditions (DIC) policies. Foremost is taking new business through our office, subject to underwriting, and availability varies by property and location.
How is a Foremost mobile home policy different from a standard homeowners policy?
Foremost writes a policy built for mobile and manufactured homes. It covers most direct, abrupt, and accidental physical losses to the home, subject to exclusions, includes liability coverage, and settles a covered total loss on an agreed loss basis, with replacement cost available as an option. Foremost's program page says it accepts homes of any age, model, make, and value, subject to underwriting.
What is a DIC policy, and do I need one with the FAIR Plan?
The California FAIR Plan is the state's last-resort program, and its dwelling policy covers a limited set of perils. A difference in conditions (DIC) policy is a separate policy that adds coverages the FAIR Plan does not include, such as liability, theft, and water damage, depending on the policy. If your fire coverage is with the FAIR Plan, we can quote a Foremost DIC policy to go with it.
Does Foremost cover RVs I live in full time?
Foremost covers most motor homes, luxury motor coaches, travel trailers, fifth wheels, and campers. Full-timers need to add liability coverage similar to a homeowners policy, which Foremost offers. Vacation liability, emergency expense, and an optional total loss settlement are other coverages to ask about.
Does a Foremost policy cover flood or earthquake?
Standard homeowners policies generally do not cover flood damage, and standard California homeowners policies generally exclude earthquake damage. Earthquake protection is available through separate policies or eligible endorsements, and Foremost lists earthquake as an optional coverage on its mobile home policy where available. Oakview writes flood as a separate policy.
Why work with Oakview instead of going to Foremost directly?
With Oakview, your agent is a local office that can also quote the other carriers we can access. If Foremost is not the best fit for your home, RV, or toys, we will tell you and show you what is. You can fill out our online quote form or call (530) 674-5054, and you can start the request before every document is ready.
Does Oakview serve Foremost clients outside Yuba City?
Yes. We work with clients throughout California, with a focus on Yuba-Sutter, Butte and Colusa Counties, and greater Sacramento. Existing Foremost policyholders can find claims and billing contacts on our carriers page.
